    Ever since Powershares first introduced the PowerShares Water Resources Portfolio(PHO), other sponsors have endeavored to capitalize on investor interest. Claymore served up the Claymore S&P Global Water Index Fund(CGW) in an effort to capture the demand for water services worldwide. Meanwhile, First Trust staked out territory with the First Trust ISE Water Index Fund(FIW), attempting to further the idea that drinking water and waste services are growing rapidly.

    Shares in UK water utility Kelda Group jumped 17% in London trading Thursday after the company said it had received a £3 billion ($6.18 billion) buyout offer from a consortium including Citigroup (C) and HSBC (HBC). Water utilities provide "safe, steady, regulated returns," Pali analyst Angelos Anastasiou said. "There are people there who are totally willing to pay the premiums."     It's when the press starts to pay attention to a previously mundane and undercovered topic that the smart money gets into a sector. I've been fortunate enough to catch this with everything from (CROX) and hot Chinese holdings (FMCN), (BIDU) and (CHL) to (GOOG) shortly after its IPO. Conversely, I missed it with Apple (AAPL) and Amazon (AMZN) following even the best of buying opportunities. Such is the investor's dichotomy.
